BENITA FORTNER

Former Supplier Diversity Director
 

Benita Fortner retired as director of supplier diversity for Raytheon Company in March of 2017. She served in the procurement and supply chain field for 37 years and in supplier diversity for 27 years.

Ms. Fortner’s passion for diversity and inclusion was demonstrated long before she entered the supplier diversity field. In her previous positions, Ms. Fortner led the enterprise direct agreement organization where she was instrumental in significantly increasing the number of corporate agreements awarded to small, minority and women owned businesses, implementing supplier customer feedback sessions and establishing second tier alliances between large and small electronic distribution companies. Fortner also participated on the team that researched and implemented electronic data interchange as a purchasing vehicle.

 

MICHAEL HERRERA

Michael Herrera is the Program Manager for the Supplier Diversity and Development department at Southern California Edison (SCE). He is responsible for managing all aspects of the company’s compliance with applicable rules, regulations and public laws related to small and diverse business procurement. This includes managing strategies, programs and goals that facilitate the ongoing inclusion and growth of small and diverse business enterprises.  

Prior to his current role, Michael was a Category Management Advisor for Supply Management at Southern California Gas Company and San Diego Gas & Electric. Over his professional career, he has led large cross-functional project teams, managed multi-million-dollar budgets, negotiated large settlements agreements, led the execution of strategic sourcing effort in addition to other contract management activities and also worked for a small Woman-Owned General Contractor out of Orange County, CA.

Michael also currently serves on the Corporate Advisory Boards of several non-profit organizations, including The Asian Business Association Orange County, The National Association of Women Business Owners Los Angeles, The Asian Business Association Los Angeles, The Chinese American Construction Professionals and plays an active role in several of Southern California Edison’s Diversity & Inclusion Employee Resource Groups.

 

SYDNEY KLEIN

Sydney Klein serves as Chief Information Security Officer for Bristol Myers Squibb, a global biopharmaceutical company whose mission is to discover, develop and deliver innovative medicines that help patients prevail over serious diseases.

 

In addition to this role, she is a member of the CEO’s Global Diversity and Inclusion Council, the executive sponsor of the IT Diversity and Inclusion Council, and the executive sponsor for the local Pride Alliance People and Business Resource Group chapter.

Sydney has over 20 years of experience in cybersecurity. Prior to joining Bristol Myers Squibb, she served as Vice President of Cyber at Capital One Financial where she led programs including Line of Business Information Security Officers, Information Assurance Third-Party Management, Application Security, Payment Card Industry Data Security Standards, and Cyber Incident Management.

Senior Advisor for Cybersecurity

Shon Lyublanovits is the Senior Advisor for Cybersecurity for the Office of Information Technology Category (ITC) in GSA’s Federal Acquisition Service (FAS). She is a Fed100 award recipient, was named one of the “Rockstars of Cybersecurity” by IEEE, and an AFCEA InnovateIT Awards finalist. She has over 23 years of federal service and experience in the areas of cybersecurity, information assurance, privacy, governance, and supply chain risk management.

She successfully served as ITC’s very first IT Security Subcategory manager and has been the leading force for dealing with the challenges of infusing cybersecurity into contract acquisitions, developed one of the top initiatives under the Obama Administration in creating the Highly Adaptive Cybersecurity Services (HACS) SIN in response to the OPM data breach. 

 

RANDALL MILLER

Randall "Randy" Miller is a Small Business Administration (SBA) Office of Government Contracting, Procurement Center Representative (PCR). Prior to his appointment as a PCR Randy was a Procurement Analyst and Small Business Specialist for the Department of the Interior, U.S. Fish and Wildlife Service and before that Randy was a Contracting Officer for the Air Force at 78 CONS, Warner Robins AFB, Ga. His Air Force career also included postings in Mississippi, Texas, Nebraska, Alaska, South Korea, Saudi Arabia, and Germany.

In his appointment as PCR, Randy is primarily responsible for increasing small business prime contract awards and enhancing small business subcontract opportunities. Randy serves as the primary SBA Government Contracting (GC) Area Office field representative to all federal buying offices in Alaska to increase prime contracting opportunities for all categories of small business concerns. Randy also provides general federal contracts assistance to contractors, the SBA District office and staff, local resource partners, e.g., Small Business Development Centers (SBDCs)/Procurement Technical Assistance Centers (PTACs), SCORE, etc., and others.

Jacob "Jake" Olcott previously served as legal and policy advisor on cybersecurity issues to the U.S. Senate Commerce Committee and U.S. House of Representatives Homeland Security Committee. He also served as an adjunct professor Georgetown University's School of Foreign Service where he taught a class on cybersecurity. He holds degrees from the University of Texas at Austin and the University of Virginia School of Law.

Linda served as Chief of Staff to Congresswoman Judy Chu (CA-27) in which she was a senior adviser to the Congresswoman on legislative and political matters. MEREDITH WEST

Meredith West is a 15-year veteran of small business policy. West has been with the Senate Small Business Committee for over seven years.

 

Prior to her tenure with the Committee, she served as Assistant Administrator for Policy and Strategic Planning at the SBA (Senior Executive Service level) from 2007 – 2009.

 

Earlier in her career, West was a Legislative Assistant for former Senate Majority Leader Bill Frist, M.D. (R-TN) and former Senator Fred Thompson (R-TN). She is a native of Louisiana, and earned her B.A. from Rhodes College in Memphis, Tennessee. Meredith lives in Alexandria, Virginia with her husband and two children.
